I'm pretty sure it's going to be a woman. The whole point of Missy happening was to warm up audiences toward the idea.
Which, oddly enough, ties into #13 being a woman in The Curse of Fatal Death.

Obviously the Thirteenth Doctor will be Dean Stockwell. Pearl Mackie will leave the show as well, to be replaced by a character by the name Sam Beckett, portrayed by Scott Bakula. Throughout Series 11, the Doctor is stuck in the TARDIS, and appears as a hologram to Sam, and goes by Al for some reason. Also, the TARDIS is using its energy to have Sam time-travel within his own lifetime. Basically, it's a sixth season of Quantum Leap.

On an unrelated (well, somewhat related) note, Capaldi and Moffat's LAST RODEO has been titled "Twice Upon a Time", which is much better than its old title, "The Doctors". Not "The Two(ish) Doctors Reboot" as I had hoped, but whatever.
