I haven't actually checked up on this, but would this also remove the necessity to pass a budget at all?  If so, I urge the Senate to oppose the amendment in its current form.

No, it just chops off the clauses saying that the budget must be balanced (or reasonably close to balanced).  Clause 8 is the pertinent clause and clauses 9 and 10 have no reason to exist without clause 8.

It should be noted that there is a typo in clause 9; it should say "clause 8", not "clause 5".

Ah, thank you.  In which case, this amendment has my full support.

The President has nothing to do with the process concerning Amendments or Senate Resolutions. 

If you wish to change the Constitution to make that possible, please go on ahead.

It was a genuine question, and I didn't need the snide response.  Thanks anyway.

Actually, I've read the Constitution many, many times over, and hold it in much higher regard than you seem to give me credit for.  I merely asked my question because I felt it would take somebody who already knew the answer a few seconds to tell me, instead of me trawling through the entire document myself. 

The snide remark was actually quite insulting - regardless of the point you were making.
