Actually from what I understand the Democrats are to blame for it this time around.

So Democrats are to blame for the party that is in the majority in both chambers being unable to pass spending bills?

They were the ones to block it, though to be fair 12 Republicans also voted against it. Democrats voted against it because it did not include money for Flint Michigan to address the water crisis.
