we're replacing the yes-no vote with an amendment ratification vote, basically. the amendment is clear enough about its purpose that this isn't like misleading or anything

So the voters would vote on this amendment, and we are just debating on the final amendment to send to them?

I will still vote against anything resembling a step towards secession, so debate is irrelevant as far as I'm concerned.
