May 3, 1981: Howard Baker emerges from hiding, calling the military junta illegal. He calls on all parts of the military not willing to fight for it to resign their positions. With Gerald Ford, Jimmy Carter, Alan Cranston, Tip O'Neill, Bob Michel, and Marion Barry at his side, he announces that the D. C. police have surrounded the new junta's headquarters and that plainclothes men are everywhere throughout the city, with backup from the NYPD. Tensions mount as the junta loses its communication methods and electricity.
