I echo what fellow Senators have said; would the report be written my the SOS? That would be a rather lengthy report to write out so I hope that informally we'd help out
Traditionally, these reports were written by the SOEA and I believe that this should primarily be the responsibility of the State Department. It might be worth considering allowing the SOS to appoint their own Deputy Secretary to help writing the Review, especially if Truman would like assistance.
