Absent the national guard forcing every county office to comply, there will be at least 1 holdout county in AL for all of time. Even hundreds of years from now, there will still be at least 1 holdout county in AL. I'm completely serious.
There's a very good chance AL will be majority-black in 100 years. If that's the case, it would be one of the most progressive places in the country on civil rights issues come the 22nd century.
