It's a completely ridiculous question, but it's an interesting hypothetical. Not necessarily anti-Obama bias, or at least it doesn't have to be. Just a crazy scenario. Take off your partisan hats, forget it's "Obama" and think of it as just "a President." It's more fun to think of this crazy scenario than bash Wulfric (who is being silly by thinking this is any more than a crazy scenario).
I'd assume that someone, most likely everyone, would turn against a President doing this. By hook or by crook, by begging, borrowing stealing, or whatever cliche you like, they would get him/her out.
Now, to put on my government-conspiracy hat, and realizing, of course, that I'm not a lunatic, this is how you become Eternal President: chaos. Martial law. Either by allowing something to happen or, more likely, staging something, like: terrorist attack, alien invasion, major armed rebellion, natural mega-disaster, or even a nuclear war with Russia.
At that point, whoever's President, they'll need to keep him/her in office, right? I mean, you couldn't just hold an election, and then transition the government? Of course not. That way, the terrorists/aliens/rebels/volcano/hurricane/Russians/Chinese/whatevers win! No, you establish Martial Freaking Law. Think it doesn't work that way? Look at the Patriot Act. Clearly a violation of personal liberty, no matter who you are, but it was allowed to pass. Why? Motivation by fear.
You don't become a dictator by calling yourself a dictator. You make them want you as their dictator--no, you make them need you as their dictator. Motivate by emotion: possibly love, but more likely hatred, and good ol' fear.
Again, I don't believe any of this will happen. But if you want to become a dictator, or at the very least horridly smash human rights, this is basically how to do it.
