Currently the RCP average has Trump at 42.7 and Congress at 20.8. However, Congress's approval is trending sharply upwards as Republicans come in line, while Trump is... not having the same experience. I still think Trump will be better off, but I wouldn't be surprised if by 2018 Trump and Congress are both between 30 and 39% approval.
