What is their (AL GOP) defense this does not violate Roe v. Wade? Or is the intention just to bring it before the SC again, hoping Roe gets finally overturned?

I'm with Bill Clinton on this issue: Abortion should be rare and legal. Mostly male politicians should not tell women what to do with their bodies.
