Very unlikely.
Bush's next chance would be in 2024, because we're definitely going to have an incumbent GOP president by 2020. If Trump or Pence get reelected in 2020, the 2024 race will most likely result in a Dem win. If a Dem wins in 2020, the incumbent is probably favored to win reelection in 2024. I also doubt that he would win a GOP primary in the next decades. He's just not the right guy for the majority of the GOP base. He's also out of politics for a very long time by then (already ten years now).
His most plausible path to the presidency, as I see it, is through succession under th 25th amendment. For example, if Trump resigns or gets impeached, then-President Pence appoints him VP and then something happens to Pence himself.
