He'll issue an executive order cancelling the midterms due to concerns of voter fraud.

That would be an illegal order. Only Congress can change election dates.

There is some new law recently that put elections into the category of Homeland Security in some weird way.   He probably would find some loophole that would allow it.

I don't know all the details of the law though, it was passed in 2016 I believe.
