Is there any good way to draw Berks? It seems like that area is ugly on any PA map. You either have a Montgomery snake or pair it awkwardly with Chester or Lancaster. Or you can keep it whole but then there’s an odd Chester/Lancaster district.
Berks is in between everything and thus gets the short end of the stick whenever you don't have the right number of districts to draw. It is the easiest place to split up and the harder to keep whole. The loss of a district made the math particularly hard for Berks as it meant that every SEPA CD had to take more territory and most whole-county CD combos stopped working.
