The ROC is basically one province and the PRC is some thirty-two, all of which represent a variety of numerous regional cultures.
I like the pro-Taiwan sentiment of this bill, but this seems unnecessary and only advocates for what is tantamount to the current government of the PRC to further cut its people off from the outside world, while reducing, marginally, contact with the vast swathe of what could possibly be defined as China.
