States with suburbs directly outside of major non-southern cities.

Tier 1 for this: CA, WA, NY, MA, CT, NJ, IL

Tier 2: VA, MD, PA, MN, AZ, CO, RI, NH

TX also probably has a fair amount but they're probably social conservatives.  A lot of those types in the states above are just voting GOP because they want a tax cut or want to avoid a tax increase.
I broadly agree with the above list.
TX also had loads of business conservatives but the  GOP conservativism here combines tax cuts and social conservativism.
