Yesterday, the same thing happened to my computer. After a few hours of searching the Internet, I found that this is how to fix it on Chrome.

1. Type in "chrome://flags" in your URL bar and hit Enter.

2. Hold down "Ctrl+F" and search "Material Design in the browser's top Chrome".

3. Change from "Default" to "Non-Material".

4. Save.

Not sure if that works for everyone, but it fixed mine.
