From a partisan perspective, I'd love for Virginia to absorb DC. Adding 650,000+ reliable Democratic voters to Virginia would turn that state solid blue at virtually every level and with that, cripple Republican presidential success for at least 2 or more cycles (until they permanently flip a blue state of equivalent size to make up for Virginia's loss)

Republicans can win without Virginia.

^It's a blue wall until it isn't. Wisconsin, Michigan, Pennsylvania, ME-02 and New Hampshire (unfortunately) would be heavily contested by the GOP in this scenario. It would be difficult for them to win without VA, but it's certainly not impossible. In fact, I wouldn't be surprised if they won without VA in 2016.
