HB 1173: Deregistration is for Real Act (Passed)

I think this act is necessarily to make deregistration a serious (for Atlasia) decision - after all, randomly vacating an office causes a disruption to the normal functioning of Atlasia's government, and allowing someone to simply deregister and register again without penalty or delay enables bad behavior.  I also think the measure prohibiting deregistration during elections is good just to keep the electorate known during that period and prevent confusion - all in all, I think this is a good measure and hope it passes.
