Would §2 also apply to living history museums and historical sites who maintain similar standards for interpreters portraying historical characters?

Yes.  As Reactionary alluded to, we discussed this bill shortly after I introduced it and the second clause was added later for museums and entertainment businesses to maintain appearance standards for actors only.
I ask because the bill as currently worded refers only to acting agencies, which museums are not, and most in these positions aren't considered "actors" either. I'll introduce an amendment if that's alright.

Section 1: Title

This legislation may be cited as the Good Hair Act.

Section 2: Text

1. For the intents and purposes of this act, all citizens of the Commonwealth of Fremont shall maintain their right to having natural hair, treated or untreated hairstyles such as locs, cornrows, twists, braids, Bantu knots, fades, Afros, and/or the right to keep hair in an uncut or untrimmed state.  As such, it shall be unlawful for public schools to penalize students for the way their hair is styled or require students to restyle their hair, or for businesses and employers to discharge individual employees on the basis of their hairstyle.

2. Nothing in this section shall be interpreted as to prohibit acting agencies or museums from establishing how actors and actresses or costumed interpreters shall maintain their appearance.

3. Penalties imposed on employers who violate this act shall not exceed $250,000.  Rehirings may also be accepted as remedies.
