Perhaps index the number of bills that may be introduced at one time to the number of sitting MPs? The idea behind the current proposal was to prevent debate from burning short and bright, as well as to avoid overwhelming legislators with too many threads going at once (this was a complaint often raised during the 2015-16 Constitutional Convention, when even active delegates had a difficult time keeping up with proceedings)—though I do take the point that in a large chamber, three might be too low a limit.
