One of these two would not tear the guts out of the U.S. Government because Libertarian goblins tell him to do so.

I doubt it. Any attempt to legitimately repeal the social safety net would meet with massive resistance from the public and in Washington, while Paul would be restrained by his strict-constructionist interpretation of the presidency. He'd probably end up falling on his own sword.
