1.Treasury, 1.Mitt Romney 2.Jeb Bush
2.Commerce, 1.John Boehner 2.Trent Lott
3.Labor, 1.Mary Fallin 2.George Pataki
4.Interior, 1.Bob Beauprez, 2.Dan Newhouse
5.Agriculture, 1.Robert Bentley

1. why would he pick all former/current elected officials?
2. why do this for someone who has a totally negligible chance of winning the nomination.

I'd put him as 3rd or 4th most likely to win the nomination.

I don't know many non elected persons.  Usually around half of the cabinet is composed of those who have held elected office.
