Election Done Under Hare Quota, Meek Weighting

Candidates: 6, Seats: 5, Votes: 23, Quota: 3.83
The Hare quota is:

The Droop quota is:

I'm not 100% sure what method we're using: as we seem to be using "votes/(seats+1)" to calculate the quota.

Can someone check my calculations - as I may be using the wrong re-distribution method:

Candidates: 6, Seats: 5, Votes: 23, Quota: 4.60

Round 1:
Altsomf - 5
Dkrolga - 4
Clyde - 4
DrCyn - 4
Castro - 3
Pikachu - 3

Altsomf elected. 0.40 over the quota.

This 0.40 is re-distributed using the second preference votes.

Dkrolga - 3
Castro - 1
Exhausted - 1

Round 2:
Dkrolga - 4.240
Clyde - 4.000
DrCyn - 4.000
Castro - 3.080

Pikachu - 3.000

No-one reaches quota, so Pikachu eliminated with the fewest votes.

Remaining candidates elected.

If I'm not wrong, the quota can't be a decimal number.
So if it's 4.01, it's 4. If it's 4.99, it's still 4.
I'm not 100% sure - I think in most elections it wouldn't matter with the rounding up, due to thousands of people voting. But with this being 23 votes - it might benefit from being a decimal quota.

Agree, but current Atlasian law doesn't use decimals, Cris is right on this one.
With a quota of four:

Round 1:
Altsomf - 5
Dkrolga - 4
Clyde - 4
Dr Cynic - 4

Castro - 3
Pikachu - 3

Altsomf elected.

Round 2:
Altsomf - 4
Dkrolga - 4.6
Clyde - 4.0
Dr Cynic - 4.0

Castro - 3.2
Pikachu - 3.0
Exhausted - 0.2

Dkrolga elected.

Round 3:
Altsomf - 4.000
Dkrolga - 4.000

Clyde - 4.086
Dr Cynic - 4.000

Pikachu - 3.340
Castro - 3.200
WriteIn - 0.086
Exhausted - 0.286

Clyde elected.

Round 4:
Altsomf - 4.000
Dkrolga - 4.000
Clyde - 4.000

Dr Cynic - 4.086

Pikachu - 3.340
Castro - 3.200
WriteIn - 0.086
Exhausted - 0.286

Dr Cynic elected.

Round 5:
Altsomf - 4.000
Dkrolga - 4.000
Clyde - 4.000
Dr Cynic - 4.080

Pikachu - 3.384
Castro - 3.233
WriteIn - 0.086
Exhausted - 0.297

WriteIn eliminated.

Round 6:
Altsomf - 4.000
Dkrolga - 4.000
Clyde - 4.000
Dr Cynic - 4.080

Pikachu - 3.384

Castro - 3.233
WriteIn - 0.000

Exhausted - 0.383

Castro eliminated; Pikachu elected.

Clyde, is that supposed to be with a quota of five?
I was told that if the quota is 4.01 or 4.99 it gets rounded down to four. But I just removed candidates who were over the quota one by one - based on who had the most votes at that point (which may be the wrong method of calculating the result). When no-one reached the quota, I removed the person with lowest votes.

It might be beneficial to have a run-off and fix the voting system for the next election.
