Pretty sure Wisconsin fits the bill, or maybe it's like 1.2.  Either way, it was still on the unfavorable side of the PV for the winner.

Democrats lost the tipping point state in 2004 by 2.1 points so its not as narrow as it looks and doesnt qualify here given we are only counting the ones within a point
