Any country who tries to arrest a former US president while he is in their country will be comitting an act of war against the United States and we will respond in that fashion.

No, because starting a war over this would be ridiculous and stupid.

I would supporting possibly suspending relations with a country or recalling an ambassador for consultations, though, depending on the situation.

I believe arresting a country's former president for the things he did while he was in office is like an attack on that country. Maybe its not an all out war but maybe a minor one like attacking the country who arrested your former president interests to weaken them internally and externally . If a country arrested a US president , I believe this is what we should do ,

1. Cut of all ties with them and sanction them
2. Try to weaken their political stability
3. Try to weaken their economic stability
4. Tell their enemies that we will not defend them if they decide to go to war with that country

If you do these things none of these threats to arrest a former US president will ever happen, and that president would be free to travel anywhere he wants .

Your original post never specified why this hypothetical former President was being arrested...

isnt it obvious though.

No, because all living (former) Presidents deserve to be arrested sans Carter, I guess.

then they should be tried in US court (if you think they violated the law), not in another country's court.

So other countries should be allowed to arrest Bush or Obama . That is outrageous and any country who does that is committing an act of war against our country .

Presidents and Former Presidents are not above the law. They aren't gods, they're men.

Then they should be tried in our courts , not in other counties courts .

That would be a rather extreme use of synecdoche

"L'etat c'est moi"

Absolutely not, if a foreign country arrest a former president for the actions he took in office, it is a de facto declaration of war on the United States of America.
