Still isn't a fair plan IMO. They have to have no had sexual contact within the last year to be able to donate.

The recent prevalence of HIV has been highest among gay and bisexual men -- half to more of the cases of HIV have been among this demographic. It doesn't show up in your blood system until 6 weeks after, and 3 months definitively. It's a precaution, although it does sound unfair. (Instant testing could go a long way).
