Uhh...Law Enforcement executing something that looks like a traffic stop (with all the potential issues related to that)...how soon before they pull over someone with the intent of giving them a starbucks card before someone either (1) flees or (2) the starbucks stop leads to some sort of arrest because the officer then noticed something illegal.
