"not a state of all it's citizens" has this implication that non-Jewish citizens cannot be genuinely Israeli, and cannot be part of the Israeli nation-state.

That sort of essentialist about "the nation" is... problematic, because it's not hard to recognise minority groups form part of a nation without having to undermine the "national characteristics" of the state at large.
