Well, nationalism can arguably be called a piece of populism. But no, not a full populist.

I think a lot of people are just drawing a comparison between Romney, honestly.  If Trump came about during 2008 running as a Republican vs. Obama, he simply would have been labeled as a New York billionaire who wanted to step in and make sure Bush's pro-rich policies didn't stop, according to Democrats.  Him vs. Hillary created quite a different feeling.
