She didn't attack Trump as much for his (numerous) flaws, instead talking about his supporters ("deplorables", alt-right). OTOH Trump constantly slammed her, so that even when his accusations were baseless, they still didn't end up energizing Clinton's base like she did for Trump.

This is similar to the Brexit comparisons where the remain camp accused leave voters of being xenophobic or "little Englanders" rather than arguing against leaving the EU
