Presuming both Northam and Fairfax resign, doesn't it depend on the order of resignation? Say Fairfax resigns. Northam could appoint a Lieutenant Governor and then resign, and the Lieutenant Governor would become Governor. Or if Northam resigns, Fairfax becomes Governor, appoints a Lieutenant Governor, and then resigns, and that person becomes Governor. From a quick reading of the VA constitution, the Governor has sole power to fill a vacancy in the Lieutenant Governor's seat by appointment with no legislative confirmation necessary.
