This one is difficult. Domestically, more of an FF, especially on labor, energy (pro-nuclear energy), and healthcare. On foreign policy, his hawkishness during Vietnam and opposition to SALT II fall into HP territory. But even on foreign policy, the record is mixed. For example, he deserves praise for his legislative efforts to help Jews get out of the oppressive USSR. I prefer his 1976 campaign to his 1972 campaign fwiw.
