O'Malley has commissioned a poll from PPP of a hypothetical 2020 Iowa caucus. I'm not sure what else he can do besides shout from the rooftops that he's running again.

In any case, would be fun if someone did the statistics on potential candidates from past years who said something equivalent to "I won't take that off the table" when they're asked if they'll run for president in the next election.  It's got to be a very high %age of such people who actually end up running.  If you've pretty much already decided to run, then you say "maybe".  If you're not sure, then you deflect the question or give a denial.
