As a Champion of Regional Rights and Protections against Federal overreach. The "Fair" Democracy Act, will make the proposed bill illegal and will be overrulled/overturned.

First, this bill is non serious as it was not drafted as the constitutional amendment it would need to be. Fair Democracy is a constitutional amendment. Further, capping regional legislatures at 3 or 4 regardless of interest disincentivizes activity and leaves the door open to legislatures that do not represent the populace well (Both the Philly Plan and Lincoln Secession were products of 3 member legislatures). Fair Democracy helps all 3 regions strive for activity by giving each the opportunity to have a 5 member legislature (or more!) whenever some interest exists. The South's current system, and this bill if it were drafted correctly, says "STAY OUT! NO ENTRY!". Fair Democracy says, whenever and whereever an active game occurs, we welcome it with open arms.
