The speaker has the power to remove frivolous legislation, I ask he does so.

The Speaker has the power to refuse to bring it to the floor, but once it has a thread, the time to use the power has passed. Someone can launch a motion to suspend the rules and withdraw though, the vote would start immediately and need the support of 5 councilors. Or MB can withdraw the bill as the sponsor thereof.
