Shouldn't he be counted though? Intent seems pretty clear even if he mixed up the titles.

I mean it's up to R2D2, but given that he both spelled the region wrong and didn't declare for the correct office, you can make a very good case for not including him.

I don't necessarily agree, but I'll refrain from further discussion here and leave this matter for if I choose to file a lawsuit on this matter. This statement should not be construed to imply that I will or won't. However, I will say the incorrect office name caused me to be unaware of IBNU's declaration until recently, and I would not have encouraged Ishan to run with that knowledge.
