Given the questions surrounding this incident, I think the best option is to not count Jimmie's vote, but also to not charge anyone with anything (and to drop any charges that have been issued). However, the appropriate court(s) should note down an official record of this incident, and if any of the users involved in "persuading" Jimmie are accused of a similar action in the future, felony charges should go forward without any hesitation.
