Marginal yes.  For anyone born of a parent residing here legally, then yes they should have birthright citizenship regardless of the status of their parents. But for those born of residents who are not residing here legally, then only birthright resident alien status but not citizenship save by the same naturalization requirements of any other resident alien seeking to become a citizen.
