If we take out the overly flowery bulls*** language of the poll, the question is just asking "does the defence industry have links that are too close with the state?". And I doubt you can argue against that. It's most easily observed in developing countries - the infamous South African arms deal being a prime example; but it's hard to deny that developed countries with strong arms industries - the Members of the UN Security Counci, Germany, Spain, Sweden, the Netherlands etc. - use their foreign departments to give their home weapons industries an uneasy and unhealthy push.
