Russia's main tactic is confusion. They would be devestated by a war with militarily advanced America and her allies, so they're going to keep chumming the waters with this sort of stuff.

If Russia explicitly invaded NATO territory, Germany and France would fall in line. That's why Putin works via backdoor destabilisation.
