Obviously a worthless and terrible excuse for a human being (normal), but his legacy as PM doesn't have to be completely terrible. I mean, it probably will be dreadful considering that he's obsessed with flashy superficial stuff, but if he manages to electrify rural India that would be a huge boon to a huge number of the world's poor. The worry is that he will start indulging the desires of Shiv Sana and the RSS, which would be pretty terrible.

Didn't he basically encourage riots in his home region?

No it a conspiracy made up by the Congress party in India, all courts found him to have no relation with the riots
