How can Russia (eventually) return to the Council of Europe?

There are honestly so many steps on the way to something like this happening that it could be that the Council of Europe is merely reinvented in some way alongside the OSCE to ensure security architecture between the "Russian sphere" and the "EU sphere" (what Macron wants to call the European Political Community).
