Tancredo obviously knows that Romney is going to turn down the bet, because why would any candidate with a credible chance at the nomination take such a bet? Romney would be ridiculed for risking his candidacy on something like that, even if his odds of success were extremely good.
Tancredo, on the other hand, doesn't risk anything, because he doesn't have a serious chance at the nomination anyway. This is just a way for him to get his name in the news.
