So, uh... I heard Sadr appears to be in first place after preliminary results. He can't possibly have enough to build a coalition and become PM, right?

Sadr himself didn't run, so he can't be PM:

So if these results hold, then Sadr's party has a plurality of seats, but far short of a majority, so the other parties could lock him out if they can actually agree among each other.
