It's fun to play with.  I will say that I disagree with some of their advice on how to use it:

I'd say that you probably almost always want to boost the CD delegate allocation towards the winning candidates.  Or at least away from the losing candidates.  Think about it.  If you have a 4-way race, and a state where it's:

Candidate 1: 35%
Candidate 2: 30%
Candidate 3: 25%
Candidate 4: 10%

Candidate 4 is probably not winning any congressional districts.
