First results & the Exit Poll numbers can be expected shortly after 7pm EST (1am Europe).

Results will start from 7pm, but they won't release the exit poll until voting ends in the panhandle at 8pm.  At least, they won't release the topline exit poll numbers until then.  Individual crosstabs from the early exits could be released as early as 5pm.

Will they wait to call the race until the panhandle has voted, as well, are will they go ahead and call it after the peninsula is finished voting?

They won't call the race until the panhandle has voted.  This is the way it's been since the post-2000 reforms.  After the fiasco of the 2000 election, the networks all promised to stop calling states until all the polls had closed in the whole state.  They also don't release the full exit poll until all the polls have closed in the state.
