My Fellow Americans, over the past four years we've went through a grinder of a time, we solemnly stood behind the President after the events of September 11, we now deem many "Terrorists", I don't think that we should, it has been almost 3 years after 9/11, and we have invaded both Iraq and Afghanistan in the progress, listen folks, I believe both of these wars were bad ideas, should we have taken action? Yes, but a full scale war is bad news people, and the loosening of Civil Liberties is bad, the economy is lagging along, and we are dangerously close to a recession, and our President's economic policy isn't helping, we have had a bunch of good things, the McCain-Feingold act was a great idea, I hope we continue that, and  the No Child Left Behind act, but the President has undercutted all of the good policies and ideas with decisions like Iraq and Afghanistan, and a lotta these Republicans talk a lot of talk and hoo ha about slashes and cuts, and it is clear to me that we need a stronger leader, one who will not let this country down, and I'm glad that President Bush isn't running for re-election, so that fresh faces can come in and breathe new life into the GOP, but it doesn't erase the bad decisions, and I hope that voters cast their ballots for the Democratic party next November, regardless of Candidate, though I hope that that Candidate is me, I have strong Foreign Policy credentials, I'm not afraid to take stands, and you may be thinkin', "This guy's all bark and no bite", well, nay sayers, I can assure you, if you nominate me, I have tons of bite to back me up, and folks, we will have real change if I am President, we'll get some proper Education for our kids, we'll get our boys through and through over in Iraq and Afghanistan, we'll finally get the campaign for a woman's right to choose, and we'll get the train rolling in Washington under me, and that's why I'm running for office!   Now who's with me folks?!

President Bush has not dealt well with handling the Presidency, while many of his efforts were well intentioned, they have unfortunately not come well, the Defunded No Child Left Behind Act, the Iraq War, and the PATRIOT Act, I think that we shouldn't ignore the Republican message, I saw the rallies and speeches on TV, and the main vibe comin' from them seems to be , "Yeah, the economy may be down, and we are embroiled in two wars, but we aren't gonna do much about it", and I strongly disagree with that, we need to get the economy in working order, or else we will slip into recession and possibly worse, and with every ticking second gone by, something can be done in Congress, but due to Republicans being sitting down and shouting "NO", we have gone through stagnation, elect me President, and you will see an end to recklessness and a policy of dropping the economy and running as far away as possible, do you?

Senator Biden, what do you think of the response of Congressman Dennis Kucinich to an ad you aired a few days ago?

Well, I've watched it, and lemme start with the Abortion thing, I want to make it clear that I support a woman's right to choose, no question, but if I change my position just miraculously, won't that raise a few heads and roll a few eyebrows? I'd certainly say yes, but I do understand that you can change positions, but you can do it in a way that isn't, shall we say, a flip flop? But I think we could've been a little less on the nose with that point

Well, what about where he called NAFTA a "Job Killer"?

Well, while I have my own disagreements with the plan myself, it is not a job killer, per se, and while it is a dark shame that people have been laid off, I personally don't see much of a correlation between NAFTA and that, and while Kucinich may have a point with the trading, we should not shudder and hide from trading with others, and frankly if we wanna see progress, we need to move forward and stop hiding, look, I respect Congressman Kucinich, and I will clarify that my Campaign, not me, made the ad, he has gotten the aspects of the economy all topsy turvy

Finally, Senator Biden, he asked you to explain your votes on the PATRIOT Act, Iraq, and other Bush agenda parts, do you care to explain?

Yes, of course, well, these votes were made in tough times, but while I do understand where he's coming from, but in that time, you had to vote on it, Russ (Feingold) was shunned by some major people, but I oppose those things now, not the No Child Left Behind act votes or votes like it, I stand by those, but, I am now against both the PATRIOT Act and the Iraq War, thank you

I am glad to be going to the two town hall debates in Nashua and Charleston with Secretary Rumsfeld, I encourage people to attend it or watch it on the TV, Jill and the kids will certainly be there,  we'll have a good time, and we'll be able to get into the nitty gritty of the situation in the Country, I'm glad that Rumsfeld has agreed to go, that's all I'm gonna say, good day!

There were people before now, that put me down, and tossed about my potential, now I'm leading 2 Republicans, tieing with 1, and only beating by a slim margin by the other, my campaign is not weak, it is a growing Campaign that unlike other ones, actually addresses what people want, some Campaigns like to decorate themselves and show themselves off and not giving any meat to what they're sayin', that's definitely not what's going on here, we a running a true, down to earth campaign that will be one to beat.

Matthews: Senator Biden, what do you think of the Represent America project, which apparently aims to instill a National Popular Vote System in the US, instead of the current Electoral College we have, it has currently gained ground in mainly California and Pennsylvania

Biden: Well, I am proud to say that I support this whole heartedly, it is a big shame that this sort of stuff hasn't happened before, I mean, before I became Senator, I supported the Bayh-Celler Amendment fully, but now with the Project Represent America, or the PRA as I call it, now, one problem I do have is that it's not focusing enough on the small states, I mean, they matter just as much as a big state like California, but that's the sole one, this will ensure what people want, not what other people think people want, y'know, people normally call you an extremist when you support these kinds of things, but I'm glad that others are supporting this, big names, uh, Perry, Owens, Romney, I'm glad that Conservatives are jumping on board with this, hopefully I'll get some rallies up about it, and yeah, I fully endorse Project Represent America.

A thing I have noticed over the past few days, is that the other Candidates seem to be campaigning in A. Iowa, B. New Hampshire, and C. South Carolina, y'know, the Big Three? Anyone else seeing this? Now, there's nothing wrong from being in those places, been there myself, meeting with other Governors, but it seems that the others seem to have a lack of empathy for smaller states, like my own state of Virginia, but I know a guy who won't put you down, and at most will just pass you by one hour in a day, but will actually focus on the small states, and big states, I guy I know very well, Senator Joe Biden!

Question:Do you believe you could do a better job than President Bush in preventing another 9/11-type terrorist attack on the United States?

Well, I think that 9/11 could've been prevented, I mean, we needed to get the CIA on that before, and we clearly needed to beef security up, especially after the 1994 attack on the World Trade Center, and we didn't do that, which I think was a mistake, but as of 2001, there may not have been much to do in the run up to 9/11

Question:Can you give us specifics—in terms of a scenario, timelines, et cetera—for ending U.S.—major U.S. military involvement in Iraq?

Well, uh, this is a tough question to tackle, especially relating to when people want to get out, I oppose a war in Iraq, does that mean I opposed any involvement? No, Saddam was a dictator, and we should've used sanctions and the like against him, but we as a country are going to have a bad time unless we get out eventually, so I'd say full withdrawal by 2006, but earlier scale downs in March to July 2005, and then another by Christmas 2005, the minimum we need, then full withdrawal by Summer 2006, but we can't have our boys over there for say, until 2020, Iraq wouldn't be well off if we continued to stay there extensively....

Listen, I've been in the Senate for almost 21 years, and I've been on the Foreign Affairs Committee, I do have the experience, I've traveled to all sorts of places, I have a firm grasp on Diplomacy, unlike some of my own opponents on both sides, I've been to Belgium to discuss the EU, and to Canada to discuss closer trade agreements with Chreiten, and some trips have gotten me into a bunch of trouble, but I mean, if you've been in the Senate for as long as a guy like me, you do get to know your way around things, and Foreign Policy is no different, and if anyone says that I don't have experience and I'd be totally unprepared, let me just say with all due respect, that'd be a bunch of damn Malarkey!

And on the nominees, look, I respect both Giluani and Rumsfeld, but I don't think they get how international Diplomacy, you don't fix a problem by smashing down the door and kicking someone in the House, you readily try to debate, force is not the immediate answer, it probably won't be for a very long time and even then, peace and negotiation will still be a fresh way of actually dealing with situations.

Well, first priority in a Biden Presidency, Gun Control is important, we can't just have people continuing to be shot, let's not jump to the assumption that I want to ban all guns, no, that's not what I want at all, I mean, I have two shotguns at my home, to defend against intruders, but what I'm saying is, we shouldn't give Guns to people who should not have them, like the Mentally disabled , Criminals, and kids, I mean, after Columbine, we needed to wake up and realize our kids shouldn't have free access to guns, especially with the cases of teens with serious mental issues, I mean, we need to get a Gun Control bill through the Senate, otherwise our murder rate will keep climbing, and no one wants that.

Biden: Well, this is entirely subjective of course, the election is slightly more than a year off, so anything can happen, but me and Arlen are good friends, we've been good friends since Reagen entered office, and if I were elected President, then yeah, Arlen could have a place there, though possibly not a Cabinet level position, and more of an adviser, and if he loses his Senate Seat, which would be a shame, he could have a place as Sec. State or Sec. Defense, but again, this is all subjective, and we can't predict the future, but I hope that me and Arlen can stay friends and show that there is compromise in Washington

Biden: Well, it's a mixed bag, I think it has executed well enough, I like what it's trying to do, strengthen our relations with our friends both north and south of the border, and I think it has done that well, I mean, we've gotten closer to both Canada and Mexico, I myself voted for the bill without hesitation, and it shows what we need to do, we can't just plug our ears and go la la la for the rest of the Century as other nations branch off, we need to get trading with countries like France, Germany and the rest of the EU, we shouldn't go back to the days of Cleveland or McKinley where tariffs solved everything, that line of thinking caused the 1892 recession, something no American should back to ever again.

Well, we do need both Unemployment and Job subsidies in our country and in this State and county, we live in an advanced economy, with the internet coming up in stocks and importance, we need to get our unemployed jobs, whether or not Republicans actually want to do this, but regardless, I'm sure we can all agree that we don't need any more unemployment at all. How we do it is by getting Subsidies of all kinds through Congress, and also, something that Representative Kucinich has brought up, raising the minimum wage to about $10, we do need that very much, to keep people interested in jobs. This is one issue I agree with the Republicans on, we cannot let Iran possess a Nuclear weapon, they are eyeing Israel with bloodshot eyes, and we are allies to Israel and even if we were not, we don't need people getting nuked left and right. A way to stop it is to go to the UN and start negotiations with the country to slow down their production of Nukes and eventually halt their Nuclear Program altogether, and if that fails, we will set upon Oil sanctions, though only as a drastic measure if the peace talks fail.

Recently Former President Clinton has said that the Republican closest to him was mayor Rudy Giluani, a man who has cut the Corporate tax rates by 10% as mayor, a man who defends the PATRIOT Act and the wars raging on in Afghanistan and Iraq,  a man who cut 10 billion dollars from New York, is this who you want to be President? Don't vote for four years of a Clintauni Presidency. Defend real Democratic Values. Vote Joe Biden. I'm Joe Biden and I approve of this message.

I just got off the phone with Senator Edwards in Hospital, I congratulated his win in Iowa. Now, I'm not ashamed by my performance, it is just that Campaigning, that sort of thing, I think my performance was okay, but we could've done better. I'm not going to be bitter or cynical or childish over this, but I'm not gonna throw up my hands and give up. We will go to New Hampshire and then South Carolina and eventually the White House. I believe in my chances.

There are Republicans who like to constantly say that banks are unable to land and that Corporations are people, that is crazy. First off, they want to cut things like food stamps, and now you want to just give dollars to the big businesses and the 1% in the country. If I was elected, Welfare reform and added funding for programs like SNAP would be first priorities. We definitely do not need our poor starving out in the streets as CEOS and Bankers are all in their chairs and this just makes me shake my head, we need to get legislation to eradicate Poverty as we know it, and that's what you'll get under a President Biden.

Biden: Well, like what people asked me about Arlen Specter being a possible adviser, it is far too early to actually speculate about a Cabinet if I won, but I would be open to all sorts of Cabinet members, Democrats or Republicans, if they are good for the job, they would be in.
