*organized labor and the State are one and the same. more accurately, State-sanctioned labor organization makes decisions as would a set of elected representatives in a liberal society. people are free to organize themselves in other ways but have will have no power.
*the military rests largely outside of the control of democratic labor (but is organized into the State union)
*an unelected vanguard sits on some Council of Comrades and constitutes a majority, which controls the military. (I am obviously the general secretary of this Council)
*extract surplus value from some portion of the population that can be marginalized, and issue propaganda to constantly build the image that this portion of the population is a threat. make sure they can be isolated from the main community on some basis (whether it be race, geographical location, whatever: paint them as dangerous Others). it would be preferable if they lived largely in urban ghettos. heavily militarize where they live.
*the State owns almost all enterprises that matter: education, health services, monopoly on drug sales, housing, etc. people are free to open up their own restaurants or whatever but chain stores (or, more broadly, commercial corporations) are forbidden.
*^^ but make such petit bourgeois enterprises highly risky at best or just plain stupid, by conditioning access to the housing stock, social services, etc. contingent on belonging to the State labor federation, and forbid those who try to open their own enterprise from access to the State labor union. so they would have to make enough cash through their stupid corner store in order to pay the State rents, access fees, etc.
