who's down?  there is the indelible mark of Gerald Ford to contend with, in the 70s where all should have realized the post-War apartheid cross-class alliance was not built to last, but now we're here.

so we write them a check.  how do we condition this check?  surely there will be those that want to follow the old formula, a facsimile of the Eurozone: a check in exchange for 'cuts'.  but we are Atlas Forum, we can be better, more imaginative.
