The cost of drug testing everybody would be so expensive that it would negate the savings of cutting of those who test positive and it would force drug addicts in desperate situations into more desperate situations.

Fail plan from a Utah Republican who has never stepped foot in a neighborhood that was lower than middle class.

perhaps an amendment could be introduced to pass the costs of the failed tests onto those who fail them.

We'd still lose plenty of money on those who don't fail.  And if you mean pass the cost of all tests on the fails, that's just adding to the poverty and desperation.

as if that is a consideration

It should be, but it probably won't be.

Putting drug addicts who received welfare into debt won't solve our deficit woes.  Though I'm sure enough teabaggers can be convinced that it will to give this traction.

the hardworking taxpayer vs. welfare leecher of the purse narrative is at least three decades old and still is going strong, so it is easy enough to talk the public into supporting policies such as these; if the GOP is able to default into another 'good' election cycle after '10, plenty of crazier tidbits than Mr Hatch's idea will receive some consideration.
